Michael Brown
Executive Director | Small and Rural Law Enforcement Executives Association
Michael Brown is a law enforcement, security, and public safety professional with more than four decades of experience in operational leadership, training, and threat prevention. He currently serves as Executive Director of the Small & Rural Law Enforcement Executives Association (SRLEEA), a national nonprofit organization representing and supporting law enforcement leaders serving small, rural, and tribal communities across the United States. In addition, he serves as a security consultant for Myles Davis Protective Services (MDPS), where he advises on security operations, patrol management, supervisory accountability, training development, and proactive threat mitigation strategies for retail and commercial environments.
Mr. Brown began his public safety career in 1983 with the United States Air Force Security Police, where he served on the Presidential Support Unit at Andrews Air Force Base. He later graduated from the Prince George’s County Municipal Police Academy in 1990 and earned certification as a Maryland State Police Firearms Instructor in 1993.
Throughout his career, he has served in leadership, training, and operational roles across both law enforcement and private security sectors. His expertise includes firearms instruction, patrol operations, tactical communication, behavioral threat awareness, de-escalation, use of force, supervision, and proactive security operations. He has developed training programs and operational policies for law enforcement agencies, private security organizations, and public safety personnel nationwide.
In addition to his work with SRLEEA, Mr. Brown serves in executive leadership within private security operations, where he oversees multi-site field operations, supervisory development, incident management, and organizational accountability systems. His work frequently focuses on bridging the gap between proactive threat prevention, constitutional policing, and practical operational realities faced by under-resourced agencies.
Mr. Brown is also an instructor and curriculum developer who has created courses on leadership, report writing, de-escalation, concealed carry, first-line supervision, and behavioral threat recognition. He is recognized for his practical, field-driven approach to training and his emphasis on combining human judgment, communication, and operational discipline with modern predictive security concepts.
He regularly speaks on topics involving proactive policing, security operations, leadership accountability, threat assessment, rural law enforcement challenges, and public safety preparedness.
