Many organizations today operate in a complex and volatile security environment. Security teams play a critical role, but they are only part of the story. No matter how well-designed security governance structures, controls, and technologies may be, they cannot on their own deliver secure outcomes at scale. Security is ultimately enacted through the everyday actions, decisions, and behaviors of employees, contractors, and partners. When people feel pressured, confused, disengaged, or fearful of consequences, even the strongest security frameworks can be undermined.

Rachel Briggs OBE is a leading expert on security and advises corporate and cybersecurity leaders from some of the world’s largest multinational corporations. She is author of The Annual Chief Security Officer Survey 2025 and 2026, The Business Value of Corporate Security and Holistic Security, whose Holistic Security Maturity Model is used by CSOs to measure the collaboration efforts of their teams. Rachel received the International Security Management Association (ISMA) Outstanding Achievement Award in 2016, is a board member of the Risk and Security Management Forum (RSMF) in the United Kingdom, and an Associate Fellow of Chatham House. Joe M. Olivarez Jr. is the Executive Vice President, Health, Safety, Security, Environment & Enterprise Quality (HSSE&EQ).  Jacobs is a 12B business, has 50K employees and operates in over 40 countries.  In fiscal year 2014, Mr. Olivarez was selected to be the first global Security Leader in this capacity in the 60 - year history of Jacobs. His role was to build and lead the company’s integrated global security strategy.  He is responsible for assessing, influencing and assisting the Company to mitigate security and resilience risks in a dynamic international business environment.  The security and resilience model includes establishing and maintaining effective working relationships with the Executive and Senior Leadership Teams to operate an intelligence driven and risk-based program.  Due to his leadership, in 2019 his remit was expanded to include leading the Global Quality team, in 2021 the Operational Center of Excellence and in 2024 the combined HSSE&E organization.
