Mr. Walter joined Esri in 2010, after 20 years of increasing responsibility in law enforcement and intelligence operations.  Shortly after 9/11, as part of his duties with the Boston Police Department, Mr. Walter was appointed Director of the Boston Regional Intelligence Center, a U.S. Department of Homeland Security designated intelligence fusion center. He embraced the new paradigm of intelligence sharing and established a decentralized security node in the Boston metropolitan AoR responsible for meeting regional intelligence needs, while providing real-time information to help understand the national landscape of terrorist threats and criminal activity. This involved managing the flow of information across multiple layers of local, state, federal and private sector entities and upwards throughout the U.S. National Security enterprise. He assembled and integrated law enforcement, intelligence, fire, emergency management, public health, and private sector resources - mitigating gaps in collection strategies, threat-sharing, and reporting. He also implemented and managed numerous technical platforms, solutions and analytical tradecraft in support of day-to-day intelligence operations, situational awareness, infrastructure protection, WMD modeling, critical incident response, and large-scale special event management.  Core to this effort was the deployment of an enterprise geographic information system which served as the primary analytical and situational awareness platform.    

Currently, as Director of Homeland Security Solutions with Esri, Mr. Walter is responsible for directing strategies as they relate to the use of analytical solutions within the homeland and national security markets globally.  This includes foreign and domestic government agencies as well as fortune 500 corporations.

With experience exceeding 20 years, Kevin Armstrong is a seasoned expert in configuring and implementing GIS applications across the global public safety community. Notably, he has been at the forefront of Esri's endeavors, spearheading the development of GIS strategies tailored to bolster the corporate security requirements of Fortune 100 enterprises. His specific emphasis has been on effectively gathering, comprehending, and exploiting multi-source threat data.

Before joining Esri, Kevin worked at the Washington-Baltimore HIDTA. In this capacity, he harnessed GIS to provide comprehensive analytical and investigative support on a variety of federal, state, and local law enforcement initiatives.
